Should we build a framework or use an off-the-shelf tool?
Modern tools like Playwright already provide much of a framework. We build only what you genuinely need on top, such as environment handling, data utilities and reporting, rather than reinventing features the tool already offers. Low-code commercial tools are an option where coding skills are limited.
